Accessibility Non-Compliance


Note for site owners

This page details areas of non-compliance with accessibility guidelines that have been identified in the CMS platform.  All non-compliances will be added to our development plan as items to fix. Please check this page regularly and update your local digital accessibility statements to reflect any updates.  You will need to add any issues that are a result of your content.

Admins can manually copy & paste the non-compliances listed on this page to their own website’s accessibility statement or pull this detail in through a Shared Component. The Shared Content function will allow site admins to draw in specific pieces of content, that the CMS Support Team provide and manage, which includes the Non-compliance Part 1 and Part 2 lists. The shared content guide shows admins how to apply this to their site and has screenshots of each step.

The list is in two parts:

Part 1 contains a general description of the issues and is intended to be placed in the "How Accessible this Website is" section. 

Part 2 provides more detailed/technical information and a reference to the specific WCAG 2.1 success criterion and is intended to be placed in the "Non-accessible content" section under the "Non-compliance with the accessibility regulations" heading.

When we update the list of non-compliances, we will increment the version number, so you can keep track of when you need to update your local statements.

Part 1

  1. Some pages contain text that has poor colour contrast 
  2. Some pages contain headings that are not logically ordered
  3. Some pages are not fully usable with the keyboard
  4. Some pages have an illogical focus order

Part 2

  1. Some menus and parts of some pages are marked up in a way that may make them confusing when accessed using Assistive Technologies.  This fails WCAG 2.1 success criterion 4.1.2 Name, Role, Value Level A
  2. Some text does not have enough contrast with its background. This fails WCAG 2.1 success criterion 1.4.3 Contrast (Minimum) Level AA. 
  3. Headings on some pages are not in a logical nested order. This fails WCAG 2.1 success criterion 1.3.1 Info and Relationships Level A
  4. Some parts of some pages are not fully usable with the keyboard. This fails WCAG 2.1 success criterion 2.1.1 Keyboard Level A
  5. Some elements have an illogical focus order.  This fails WCAG 2.1 success criterion 2.4.3 Focus Order Level A
